Provides managerial oversight and responsibility for the planning, installation, and support of TMC’s data network and telecommunication systems infrastructure including LANs, WANs, intranets, network segments, and other data communication systems. Overall supervisory responsibilities troubleshooting any kind of network related issue and the administration of applicable systems. Additional responsibilities include technical, fiscal and personnel management within departmental budgets and staffing allocations.  Managerial activities includes directing, designing, implementation and adherence to established change management practices. As necessary, schedules front line customer service personnel in daily priorities.  Assures that staff is technically competent in deployed technologies at all times. Participates with peers and management in technology lifecycle and architecture planning and support.


Monitors all TMC owned data and telecommunication networks and related systems to prevent lapses in service, including close monitoring of activities to quickly and efficiently address and fix problems as they occur.

Maintains remote monitoring systems and tracks network resource usage to ensure that they can meet staff demands and established SLA’s.

Continually evaluates the current network to identify areas that need to be optimized or upgraded.

Interprets and solves problems to ensure timely resolution.

Prioritizes and delegates staff work assignments effectively.

Collaborates with Information Security department to ensure adherence to established policies and industry best practices for securing TMC owned data and telecommunication networks.

Ensures timely repair and necessary upgrades of all network resources as well as preventive and corrective measures through close communication and collaboration with defined stakeholders as part of established change control processes.

Schedules and supervises all upgrades and repairs to the data and telecommunication networks to ensure that systems are operating correctly.

Effectively manages staff; including interviews, hires and training and regularly evaluating employee performance.

Coordinates as needed with third-party partners for ongoing and periodic services that support network operations, repairs, maintenance and upgrades.

Subscribes to and upholds established standards of behavior.

Works collaboratively and supports efforts of other team members.

Supports quality improvement initiatives through team participation, data collection, process change implementations, and other activities.

Maintains confidentiality and protects sensitive data at all times, including patient information, proprietary information and personnel information.

Assists in managing department budget.

Defines and implements methodologies to effectively manage and monitor technical infrastructure.

Provides leadership and establishes performance standards for Network Operations group; effectively monitors and meets such standards.

Develops plans and makes recommendations relative to departmental operations such as work distribution, staffing, resource utilization.

Consistently tracks budget performance, assesses risk, and promotes appropriate action to meet budgetary expectations.

Formulates appropriate capital budget requests to reflect business and technology requirements.

Develops short and long-term plans for deployment, convergence, and standardization of IT infrastructure. 

Aligns technical systems plan with applications and business plans; proactively plans for technology obsolescence.

Effectively projects resource requirements and formulates viable tactical/project plans.

Tracks and understand IT trends and developments, management methodologies; effectively applies gained knowledge to meet overall enterprise objectives.

Establishes and maintains satisfactory customer relations with internal and external customers through direct or delegated contacts with representative individuals or groups.

Establishes and maintains effective relationships with vendors.

Provides leadership and maintains a standard discipline in Project Management.

Demonstrates effective IT skills and familiarity, such as basic functionality of the computer, PC File and Folder, Word, Excel, e-mail and attachment capabilities, Outlook, PowerPoint and presentation skills.

Adheres to TMC organizational and department-specific safety, confidentiality, values, policies and standards.

Performs related duties assigned.


EDUCATION:  Bachelor's degree in a technical discipline.

EXPERIENCE:  A minimum of seven (7) years of IT experience, with five (5) years in a network operations management function, with proven experience in coaching and supervising junior staff.

LICENSURE OR CERTIFICATION:  CCNP (Cisco Certified Network Professional) is preferred.
