Job Description
SUMMARY:
Drives technical strategy across the organization, leading an engaged team supporting current and future technology focus areas for TMC Health. Directs and coordinates planning, production and activities of the IT Infrastructure environment, including Network Services, Server Management, Telecommunications, and Desktop Engineering. Provides technical leadership to all IT and Operational teams consistent with the TMC Health strategic technology roadmap. Designs and disseminates technology standards across the enterprise. Ensures accountability and execution on key customer projects ensuring customer deliverables are met. Reviews and evaluates project feasibility studies based on management’s requirements and priorities.
ESSENTIAL FUNCTIONS:
Directs the design, development, and maintenance of systems and related technology components to meet the organization’s information, communication, and data security needs.
Management of multiple functions, including, Access Management, Desktop Engineering, Telecommunications, Network Services, and Server Management
Assembles and maintains effective and productive multidisciplinary IS teams to support deployment and management of information and technology.
Creates and implements a hybrid cloud and exclusively cloud architecture for appropriate applications and services.
Effectively manages staff; interviews, hires and trains; evaluates employee performance; deals with performance problems as appropriate; delegates work assignments effectively.
Directs the activities associated with technical redundancy and reliability along with contingency planning.
Aligns infrastructure needs of TMC with the organization’s overall business and application strategy, and operational initiatives.
Recommends priorities to executive leadership and guides executive team to appropriate IT decisions.
Leads development of operating budgets, monitors budgets for variance, and promotes appropriate action to meet budgetary expectations.
Leads capital budgeting activities, ensuring appropriate cost/benefit analysis and resource projections.
Develops policies and procedures to ensure appropriate procurement and use of IT assets, and meets security and confidentiality requirements.
Tracks and understands IT and healthcare industry trends and developments.
Applies negotiation skills and administers complex contracts for vendor-provided solutions and services.
Adheres to TMC organizational and department-specific safety, confidentiality, values, policies and standards.
Develops the next generation of IT technical professionals, implementing an ownership mentality, and cultivates a culture of technical excellence, collaboration, and trust.
Performs related duties as assigned.
MINIMUM QUALIFICATIONS
EDUCATION: Bachelor’s degree or equivalent; or equivalent combination of relevant education and experience.
EXPERIENCE: Eight (8) years of IT experience. Five (5) years of supervisory or management experience (Mandatory). Experience in an academic medical center or tertiary/quaternary hospital (preferred), Experience managing Epic Infrastructure (preferred), Familiarity with Microsoft (M365) (preferred).
LICENSURE OR CERTIFICATION: Certification related to or associated with data security, and project management is highly desirable.
KNOWLEDGE, SKILLS AND ABILITIES:
· Thorough knowledge of best practices for system analysis and review, developing documentation and SOW’s.
· Knowledge of budget development and management and analyzing costs for new projects.
· Skill in leading, guiding and evaluating performance and providing training to improve performance.
· Skill in evaluating systems and making recommendations for efficiency or listening to users and recommending modifications to allow computer systems to perform as needed.
· Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
· Ability to write reports, business correspondence, and procedure manuals.
· Ability to effectively present information and respond to inquiries or complaints from employees, patients and/or their representatives, and the general public.
· Familiarity with hybrid on premises and cloud architecture and prior experience with cloud migration of enterprise applications.
· Ability to work with concepts such as fractions, percentages, ratios, and proportions and apply mathematical operations to solve or analyze job-related situations.
· Ability to create financial forecasts and budgets; ability to identify positive or negative variances from expected outcomes.
· Ability to define problems, collect data, establish facts, and draw valid conclusions.
· Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
· Participate in the discovery and selection of new enterprise systems; Ensure system selection includes interoperability (where appropriate) with existing systems/environment; Support engineers, analysts/informaticists, technicians, programmers and other staff in their design and build activities; and coordinating and directing optimization efforts.
· Enforce division standards, change control processes, service desk utilization and documentation, project management, ITIL and DevOps methodology; Support engineers, analysts/informaticists, technicians, programmers and other staff in their accurate determination and resolution of problems which affect users; Oversee applicable infrastructure and application security practices, documentation, and routine audits; Support and managing routine system patches, upgrades and other preventive maintenance; Direct emergency responses from a technical recovery perspective
