SUMMARY:

Directs and coordinates planning, production and activities of the IT Infrastructure environment, including Network Services, Server Management, Interfaces, Telecommunications, Desktop Management, Clinical Engineering, and IS Security.  Reviews and evaluates project feasibility studies based on management’s requirements and priorities.

ESSENTIAL FUNCTIONS:

Directs administrative operations of IS application teams, including Revenue Cycle, Clinical, Resource Management, and Enterprise Tools; performs supervisory and management functions.

Effectively manages staff; interviews, hires and trains; evaluates employee performance; deals with performance problems as appropriate; delegates work assignments effectively.

Assembles and maintains effective and productive multidisciplinary IS teams to support deployment and management of information and technology, as well as management engineering activities.

Directs the design, development, and maintenance of systems, applications, and related technology components to meet the information and communication management needs of TMC.

Aligns application needs of TMC with the organization’s overall business strategy and operational initiatives.

Directs the activities associated with IT security, capacity, and contingency planning.

Aligns infrastructure needs of TMC with the organization’s overall business and application strategy and operational initiatives.

Assembles and maintains effective and productive multidisciplinary IS teams to support deployment and management of information and technology, as well as management engineering activities.

Recommends priorities to executive leadership and guides executive team to appropriate IT decisions.

Coordinates and chairs Application Steering Committee.

Leads development of operating budgets, monitors budgets for variance, and promotes appropriate action to meet budgetary expectations.

Leads capital budgeting activities, ensuring appropriate cost/benefit analysis and resource projections.

Develops application standards and principles to achieve integration and interoperability of systems.

Develops Application-related policies and procedures to ensure appropriate procurement and use of IT assets, and meets security and confidentiality requirements.

Tracks and understands IT and healthcare industry trends and developments.

Applies negotiation skills and administers complex contracts for vendor-provided solutions and services.

Adheres to and supports team members in exhibiting TMCH values of integrity, community, compassion, and dedication. 

Adheres to TMCH organizational and department-specific safety and confidentiality policies and standards.

Performs related duties as assigned.

MINIMUM QUALIFICATIONS

EDUCATION:   Bachelor’s degree in Computer Engineering or equivalent; or equivalent combination of relevant education and experience.

EXPERIENCE:  Eight (8) years of IT experience.  Five(5 ) years of supervisory or management experience.

LICENSURE OR CERTIFICATION:  Certification related to or associated with IS security,  and project management is highly desirable.
