SUMMARY:
Under the direction of the Laboratory Director and in collaboration with the Laboratory Management team, oversees all point of care testing, monitoring and maintaining all point of care instrument/equipment to ensure continuous compliance standards throughout the hospital meet all regulatory requirements, to assure customer satisfaction, and to provide excellent patient care.

ESSENTIAL FUNCTIONS:

Responsible for policies, procedures, staff training and competency review.  Works with the Clinical Educators and Unit Managers in overseeing POC program. Visits, observes and monitors out-patient and in-patient areas where POC testing occurs.

Ensures POC testing is performed to the manufacture’s procedures and ensures all regulatory requirements and standards are met (e.g.,  Joint Commission, College of American Pathologists, CLIA and other relevant organizations).

Serves as liaison to the organization and provides and communicates current regulatory guidelines, legislative changes and accreditation criteria, with collaboration of the laboratory management team, to the Clinical Educators and Unit Managers.

With Directors, laboratory management team and Clinical Educators coordinates and ensures initial education and continued POC tests certification for staff. Ensures user access is maintained.

Meets and reports regularly with the Medical Director, Laboratory Director and other management staff to review progress on POC testing, compliance and effectiveness.

Develops and proposes, in collaboration with the management team, appropriate POC improvement projects to increase customer satisfaction and provide excellent patient care.

Facilitates, trains, and/or sets up teams for problem solving, implementation, and follow-up.  Supports technical managers through review of proficiency survey reports and recommends corrective actions as indicated.

Serves as the main resource to laboratory and hospital staff in matters relating to Point of Care.

Coordinates the development, review, approval, maintenance and revision of Standard Operating Procedures, protocols, forms, validations and/or verifications.

Participates in the development and implementation of new laboratory POC instruments, procedures and techniques.

Assists with internal and external inspections for Point of Care testing and findings including all follow-up activities and responses.

Initiates corrective action as soon as deficiencies are identified. Works collaboratively with the Laboratory Management team, Clinical Educators and Unit Managers in effort to resolve issues and complaints in a prompt and timely manner.

Assists TMC Quality, Directors and managers with planning and development of workflow processes to improve Point of Care services to all customers.  Participates in projects as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION:  Associate’s or Bachelor’s Degree in Medical Laboratory Science or equivalent.

EXPERIENCE:  Minimum of 5 years experience in a Clinical Laboratory.  Experience in clinical laboratory operations and in Point Of Care testing. Supervisory and staff training experience preferred.

LICENSURE OR CERTIFICATION: MLT (ASCP) or MT (ASCP) Certification or equivalent.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of quality control test measurements and regulations regarding analyzing specimens.

  • Skill in evaluating tests and identifying measures outside the norm, and whether any follow up testing might be required.

  • Demonstrates effective computer skills including programs such as Microsoft Office Suite, email, PDF, and internet searches.

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

  • Ability to complete routine reports and correspondence.

  • Ability to listen and accurately interpret others’ communication or instructions to take appropriate action.

  • Ability to speak effectively before groups of customers or employees of organization.

  • Ability to calculate figures and compute rate, ratio, and percent and to draw and interpret bar graphs and apply basic algebraic concepts.

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
